Guam - It's been over three months since water was anticipated to be ready for Gill-Breeze Subdivision residents and for Yigo mayor Robert Lizama, he's losing patience. Lizama says after meeting with the Guam Waterworks Authority, legal issues have since surfaced relative to placing a water meter on government easement.

"Right now, I'm getting thrown back with all kinds of legality and who's going to pay for this, the EPA issue clearance and all that. I think it's nonsense. I think I've done my best to appeal to our powers that may be in the case of the Guam Waterworks," he said.

It was in March when he and the residents complied to requests by forming a non-profit organization or neighborhood resident association in order to setup a water meter and register it under the president's name. As we've reported, it's been over a decade since over two dozen families in Gill-Breeze have been without running water.
