Guam - The Office of Public Accountability released its report this morning showing GovGuam's compliance and internal controls remain problematic. In the report, independent auditors Deloitte & Touche rendered a qualified opinion on five of twelve major programs. Additionally, there were 10 findings, several of which were material weaknesses including lack of capital assets reconciliation, no inventories of equipment purchased and the Department of Administration's inability to timely close its books.

The report also showed over $41,000 in questioned costs for 2011- a dramatic increase from 2010. The report coincides with the OPA's report of GovGuam's financial statements released on Tuesday.
