Guam - The Department of Public Works is in discussion with federal receiver Gershman, Brickner & Bratton in addressing concerns from the District Court about the safety of Route 4 - specifically for the construction of shoulder enhancements from Ylig Bridge to the new landfill.

However, according to DPW director Joanne Brown there simply is no local or federal money available to fix it. She told KUAM News, "So as we've determined that's not available, we've been working the receiver to see what assistance the receiver can provide to us to provide the funding so DPW can contract out to have the additional work done to address the concerns that have been raised on the curbs leading to the landfill."

The improvements are estimated to cost close to $4 million. She adds the project is not eligible for federal funding because the project is not included in DPW's 2012 to 2015 Territorial Transportation Improvement Plan. DPW meanwhile is finalizing a memorandum of understanding to address the transfer of funds in order to move forward with bidding the project to a qualified contractor.
