Mayor Joana ""Margaret"" C. Blas is the daughter of the late Tomas LG and Maria C. Blas. Born and raised in Asan she has 3 children, Twin sons Richard and Robert residing in Cypress, Calif. and daughter Libby and has 7 grandchildren and 3 great grandchildren. she also has 9 brothers of which her oldest brother is Mayor Nito C. Blas of Mangilao and former Mayor Francisco C. Blas of Harmon, and has seven sisters. She is a retired Department of Defense employee and has held the position of President of the American Federation of Government Employees Local 1689-U (AFGE). She was a member of the Guam Parole Board, Guam Environmental Board and Guam Police Review Board. She also Fostered children from 2008 to 2016.

Since drafted in 2012 and elected as Mayor, her accomplishment each year from 2013 to present are: Singned the MOU with Department of Parks and Recreation taking ownership of the Asan Memorial Beach Park, in July 2013 she brought back THE ASAN LANDING MEMORIAL ceremony at the Asan Memorial Beach Park, Hosted the Annual Community Easter Egg Hunt, Liberation Float in which her first entry in 2013 won 3rd place. Holloween Bash, Thanksgiving Luncheon for Volunteers, Christmas Dream for children, Ribbon Cutting for the Senior Youth and Headstart Resource Center, Childrens Playground, Asan-Maina Youth Athletic Association and Manage the Asan-Maina Rai Youth Basketball GYBA, established the Neighborhood Crime Watch, and also Honored the communities National Guardsmen whom where deployed to Afganistan in 2014 with a WELCOME HOME dinner, also hosted the Manamko Breakfast. She has also hosted The Rotary Club of Guam with Guam Trades Academy summer program 2015 and 2016 and the WESTCARE summer program 2016. Hosted the French Polynesia and Samoa visiting delegates for the FESTPAC village luncheon in 2016. Mayor Blas is very instrumental with Honoring, Assisting services of Asan-Maina to include Adelup and Nimitz Hill Seniors, disable and the youth.
