Senator Palacios is serving his fourth (4th) term and is currently the Chairman of the Legislature's Committee on Public Safety, Law Enforcement and Judiciary for the second (2nd) time. 
 
Senator Palacios is the Vice-Chairman of both the Committee on Utilities, Transportation, Public Works and Veterans Affairs, and the Committee on Health and Human Services, Senior Citizens, Economic Development and Election Reform.  He is also a member of four (4) other legislative committees which have oversight on matters pertaining to Education, Federal and Micronesian Affairs, Guam Military Buildup and Municipal Affairs, etc.
 
Prior to his election to the Legislature in 2004, Senator Palacios was a police officer with the Guam Police Department and eventually retired in 1989 as a Captain following twenty (20) years of service.   Following his retirement, Senator Palacios served two (2) years as Chief Marshal of the Superior Court of Guam.
 
Senator Palacios earned a Bachelor's Degree in Criminal Justice from San Diego State University in 1976 and later graduated from the University of Guam in 1981 with a Master's Degree in Public Administration.  He is a former adjunct instructor at the Guam Community College and the University of Guam.
 
As a representative of the people, Senator Palacios remains passionate about helping those in our community who require assistance for medical treatment as well as those who feel hopeless when dealing with unresponsive sectors of our government.
 
Senator Palacios enjoys raising goats and spends every opportunity with his wife, children, grand-children and great grand-children.
