CSC requests AG's opinion on jurisdiction

Guam - The Civil Service Commission has requested an opinion from the Attorney General's Office on whether they have jurisdiction to investigate possible Mini-Hatch Act violations by unclassified employees. The issue arose when the commission was asked to determine whether Department of Education interim superintendent Taling Taitano can be the Democratic Party of Guam's national committeewoman.
Executive director Tony Lamorena says the Mini-Hatch Act does not allow Government of Guam employees to hold party positions unless they are a director who is confirmed by the Guam Legislature. Lamorena says the Commission wants an opinion on whether they have jurisdiction over unclassified employees as their enabling legislation states the CSC doesn't, but the Mini-Hatch Act says they do.
