Bill helps first-time homeowners

Guam - Legislation has been introduced that would establish the First-time Homeowners Assistance Program and the Housing Trust Fund Act. Bill 463, introduced by senators Tina Muna Barnes and Ben Pangelinan, is the result of a collaboration with the Guam Housing Corporation.
The program and the act will provide qualified first-time homeowners with financial assistance to purchase or construct a home. The amount of financial assistance is 4 percent of the eligible transaction cost of homes that are $250,000 or below, which is inclusive of the cost of the land, down payments, and closing costs.
