Guam - The Legislative Health Committee has postponed an oversight hearing on the Department of Mental Health and Substance Abuse that was scheduled for this evening.  Meanwhile, the agency is finalizing its proposed fee schedule to submit for the attorney general and governor's review. Once they've received the approval, Mental Health director Wilfred Aflague says the schedule will be sent to the Legislature for senators to decide whether to act on the fees or take no action, which would mean the schedule would become law within 90 days.

It's estimated that the department could collect at least $12 million a year for the services it has been providing for free for years.
