Guam - The permanent injunction and efforts to comply with the court order will be the focus of an oversight hearing on the Department of Mental Health and Substance Abuse this week.  Committee chairman Senator Dennis Rodriguez, Jr. called for the oversight to get an update on how the agency is managing in complying with the court order that requires the government to provide basic standards of care to individuals with disabilities. 

The recent deaths of two Mental Health clients will also be discussed. Guam Legal Services is conducting an investigation into the circumstances surrounding the death of one of the plaintiffs who filed the lawsuit against the government. 

The man choked on food at a group home and by the time he was revived, he had suffered too much brain damage.  The other Mental Health client died at home.
