Guam - The Department of Agriculture is turning away anyone who got a health certificate from Wise Owl Animal Hospital recently to move their pet off-island. The Guam Board of Allied Health voted to suspend veterinarian Dr. Joel Joseph's license last month during his disciplinary hearing. Dr. Joseph is still in business today.

Certified vet technician and Dr. Joseph's son, Ben Schiff, said, "All other government agencies have not responded to Guam Board of Allied Health's wishlist because there is no filed court charge against him, and they are still denying health certificates from Wise Owl Animal Hospital."

Schiff is optimistic the government will eventually signoff on the health certificates, however, the Department of Agriculture is acting based off the GBAHE's preliminary record of decision ordering Joseph close-up shop.
