Guam - Vice Speaker B.J. Cruz has introduced legislation transferring Skinner's Plaza in Hagatna to the Government of Guam for the purpose of constructing an educational cultural facility or museum. Skinner's Plaza is currently under the control of the Guam Legislature.

Cruz tells KUAM News that although there might be opposition to the location, he introduced the measure at the request of Governor Eddie Calvo and in order to spend the millions in HOT Bond funding for the museum as soon as possible. Calvo had stated that he wants the museum to part of his Hagatna Restoration and Revitalization Plan.

Guam Economic Development Authority administrator Karl Pangelinan meanwhile tells KUAM News that the contract for Cristobal and Laguana as the project's architecture and engineering firm team along with its over $2,000,000 design fee contract are being reviewed by the Attorney General's Office. The museum is estimated for completed by 2014.
