Cruz asks DOA to end paper payroll

Guam - Another cost-cutting measure proffered by Vice Speaker B.J. Cruz includes having the Department of Administration end its practice of issuing paper checks for employee payroll. In a letter to DOA director Benita Manglona, Cruz writes that DOA must seriously consider paying all government employees through direct deposit or automated clearing house which would allow GovGuam to reallocate its personnel resources to aggressively collect on more that a half-million per year in bounced checks, based off a 2004 OPA audit.

Manglona tells KUAM News that she is looking into the recommendation but adds there might be cash management issues that need to be addressed first.
