Guam - Over the past few months, Vice Speaker B.J. Cruz has offered his recommendations to the Calvo Administration and different government agencies on how they can save, especially with Governor Eddie Calvo's recent directive in cuts of $43 million to the General Fund. And with discussions of layoffs always a concern, Cruz spoke before the Rotary Club of Northern Guam today on these very recommendations and how it could impact businesses as well.

"They have to understand that if we layoff people, they're the ones that suffer 0845 it's their businesses where the laid off employees aren't going to be able to buy their clothes, go eat, the only ones who will be able to benefit from it are the ones that are going to have the quest card that will go and go shopping."

He reiterated that layoffs and cuts in benefits should be the last resort. Some of his recommendations include $1.5 million in savings from fixing the Guam Memorial Hospital's billing system along with $7 in savings relative to Mental Health's fee schedule.
