Guam - Chief Justice F. Philip Carbullido held an assembly on Thursday with court employees to update them on the Judiciary's efforts to contain costs and announce the implementation phase of the courts' strategic plan. Court policy, planning and communications director Josh Tenorio says a group of judges and justices have been tasked to focus on four strategic areas that include operational effectiveness, timeliness of decisions, employee matters and stakeholder and community relations.

Tenorio adds concerns were also raised by employees about the impact of financial cuts in light of the current fiscal situation of the government. He told KUAM News, "One thing is for sure - that the last resort that the chief justice will look at is reducing hours or reducing the number of employees that we have through layoffs. Court managers are being tasked with making cuts to try and figure out what those things are and come up with comprehensive ideas on how to avoid those."

Tenorio says the courts are working to ensure that while cuts are made and efficiency is improved, the administration of justice continues and employees are safeguarded.
