FHA may not pay project vouchers

Guam - It's just a matter of time before Guam finds out what the repercussions are for not ensuring Public Works has authority over routed roads. DPW director Joanne Brown says the Federal Highway Administration is aware that a bill to rectify the situation was not passed by the Legislature. She says all they can do is wait, and see what action federal highway will take. 

The feds had threatened to withhold federal money as they disapprove of mayors having authority over routed roads. "This is a lose-lose proposition if we continue on this track and I'm hopeful that cooler minds will prevail and more reasonable minds will prevail and realize that we have a lot at stake here," said Brown.

Brown says it's likely that the feds will not transfer funds to pay vouchers for existing project that are under construction. There's also the possibility that Federal Highway will refuse to discuss any new projects.
