Guam - A preliminary record of decision requiring Dr. Joel Joseph to turn over his license to practice veterinary medicine on Guam isn't stopping him from closing up shop. The Guam Board of Allied Health Examiners suspended him from practicing for five years.  He and the board have been at odds over a number of issues including an alleged stalking complaint and questioning the board's authority.

While the record of decision required him to return the animals and their medical records at Wise Owl Animal Hospital and take down the sign, Joseph says he's still in business and in fact, will be expanding the clinic's hours. "They have violated the people's rights. They have violated the law. And it really is a bad crime when the attorney general's office is participating in the corruption instead of protecting the people of Guam from GovGuam corruption," said Joseph.

Joseph contends he can't get a fair trial with the current Allied Health Board that he says have gotten personal and political. He recently returned from Fiji, where he has been practicing, to attend the board hearing.
