Yigo resident installs speedbump

Saying he's tired of seeing speeding cars and buses fly by his house everyday. A Yigo resident has decided to take matters into his own hands.

Guam - Saying he's tired of seeing speeding cars and buses fly by his house everyday. A Yigo resident has decided to take matters into his own hands. The problem - it could land him in trouble with the law.

Long time Yigo resident and retired Department of Public Works highway maintenance manager Agapito Diaz admits he may not have followed the proper protocol, but the speed bump he put up over the weekend in front of his house along Chalan Lemai isn't going anywhere. "If the mayor wants it removed then he should come out here and remove it himself," he said.

Diaz says he's been requesting Yigo mayor Bob Lizama to place a speed bump along his road because of cars and even school buses that zip through his neighborhood, putting he and his family safety at risk. "I don't want it removed because now I'm educating them to slow down," he said.

Although his intentions may be in the right place, GPD and Yigo mayor Robert Lizama are having to slam the brakes on his effort at least until he gets the proper approval and permit from Public Works. "Apparently he took it into his own hands to do what he did and with that I called GPD so that we can do the proper process in installing a speed bump and its unfortunate that this is happening but people have to understand they can't take the law in their own hands I never said I was against the speed bump I think is a very good thing but there's a procedure and a process and the law must be followed," he said.

Diaz says he's gone to DPW to file the permits and for now he doesn't plan to remove the speed bump even with a warning from GPD and the mayor. "I will not remove that bump serve me that misdemeanor whatever documents if he wants that that bump removed he's going to have to tear it out," he said.

Diaz meanwhile is circulating a petition amongst his neighbors to keep the speed bump in place. Yigo mayor Bob Lizama says he's gotten hundreds of requests for speed bumps but due to funding constraints he's unable to have them constructed.
