Former cop files appeal with CSC

Civil Service Commission executive director Tony Lamorena confirms that an appeal was filed by the former officer's attorney.

Guam - Former police officer Troy Anciano has filed an appeal of his termination from the Guam Police Department.  Civil Service Commission executive director Tony Lamorena confirms that an appeal was filed by the former officer's attorney.

Anciano was terminated after he arrested Police Captain Mark Charfauros for solicitation to commit assault.  The police chief fired Anciano for insubordination and for failing to submit a police report.  The final adverse action accused Anciano of failing to follow an order, not to arrest Charfauros, and instead investigate and forward the case to the Criminal Investigation Division.
