Some THF funds went to make utility payments

According to an audit into Fiscal Year 2011 finances, released today some of the funds have been used to pay utility payments for agencies like the Department of Administration and Government House.

Guam - The Territorial Highway Fund is primarily used to maintain Guam's highways and roadways, implement highway safety plans and programs and provide public transit, but according to an audit into Fiscal Year 2011 finances, released today some of the funds have been used to pay utility payments for agencies like the Department of Administration and Government House.

Other findings included Rev & Tax being unable to substantiate certain vehicle registrations and drivers license fees. Overall THF revenues decreased by 2.5%. You can read the report at GuamOPA.org.
