Agencies work on Tiyan Parkway MOU
A memorandum of understanding between various government agencies detailing their roles in the two phases of the Tiyan parkway should be completed by the end of the week.

Guam - A memorandum of understanding between various government agencies detailing their roles in the two phases of the Tiyan parkway should be completed by the end of the week. Airport executive manager Chuck Ada says the MOU will be submitted to the Federal Aviation Administration and the Federal Highway Administration for their approval. The airport must close down Central Avenue and build the parkway to provide access to the thousands of travelers that utilize Tiyan on a daily basis.
"It spells out exactly what each stakeholder is tasked to do with both Phases I and II portions of the Tiyan Parkway," he said. "We need to move forward expeditiously. One of the holdbacks of the extended runway is the closure of Central Avenue and we've been working aggressively to open that up as it will bring a lot of economic opportunities for Guam."
An environmental assessment is still being conducted but should be completed in the next two months. Ada says he is confident the airport will utilize the federal funding for the project in time for next year's deadline. The Ancestral Lands Commission will also have to work out land issues with original Tiyan landowners, as the airport has identified several properties that will need to be use for the parkway.
