Guam - The unsafe and unhealthy conditions at the Department of Administration building in Hagatna could end up becoming a real big problem for GovGuam if it's not addressed soon. The agency is responsible for providing cash and allotments to the government, but operations continues in the dilapidated building forcing more than one hundred DOA employees to occasionally call in sick. The building belongs to the legislature.

Senator Rory Respicio said DOA needs to issue an invitation for bid to relocate to another location such as the Tiyan campus. However, governor's communications chief Troy Torres says the IFB process is lengthy, noting, ""Well, here's the problem with the law set up right now, Untalan middle school moved into the Tiyan facility and they need these three building, but we are still paying for these three buildings. Now the law, I don't know why says that the only way you can use the building for non-educational purposes is if you issue out an invitation for bid (IFB). Why would we issue out an IFB for something that's already being paid for and that makes no sense at all?"

Torres says the legislature needs to amend the law in order for the unoccupied buildings at Tiyan to be used by DOA.
