Medallion Guam's tax credit appeal dismissed

The Office of Public Accountability has dismissed an appeal filed by Medallion Guam, LLC over the award of Low Income Housing Tax Credits because the company failed to submit all of the necessary documents.

Guam - The Office of Public Accountability has dismissed an appeal filed by Medallion Guam, LLC over the award of Low Income Housing Tax Credits because the company failed to submit all of the necessary documents. Medallion had been ranked the top offeror but the company along with the other top ranked companies were not considered because the Guam Housing and Urban Renewal Authority determined the three lacked the necessary site control issues. 

GHURA's board then chose to negotiate with Great Homes and Tower 70 and awarded the two companies the tax credits to build affordable housing on the island.  Medallion appealed and argued it met all of the requirements including site control as they claimed they had an executed land agreement. According to the OPA's dismissal letter, the reason for her decision is because Medallion failed to provide a decision on protest of method, solicitation, or award.
