Guam - Vice Speaker B.J. Cruz reacts to the concerns from the Federal Highway Administration, as he is the one who introduced the measure giving mayor's authority to close roadways for certain events. He says the original proposal was for non-routed roads, but that his colleagues amended the bill on the session floor to include routed roads. He says he was surprised the administration signed it, but says he is willing to make changes.

"If the governor writes to us and asks us to amend the law then we will amend the law, I'm going to amend the law, I'm not going to jeopardize highway funds over this, but I need not only the letter from federal highway, but I want the governor to be the one that sends it to us," he said.

Cruz also argues the feds need to be consistent with rules for Guam's roads to prevent issues like these from surfacing.
