Guam - After the Department of Public Health's WIC program found a way to save as much as 32-96% in breast pump procurement, Vice Speaker BJ Cruz introduced Bill 430 that would allow any purchasing agency to join or use the contracts of other states or other government units within or outside of Guam. DPHSS savings were done through a purchasing agreement with the Western States Contracting Alliance. Cruz states sharing procurement contracts between governments will result in cooperative purchasing in a form of joinder or mutual use contracts. He also says this could mean considerable savings for the Guam Fire Department when purchasing fire trucks.

The Attorney General also recommended the measure.
