Law banning cell phones while driving in effect
As of today, it's now official: you cannot drive and use your cell phone at the same time. The measure was introduced by Senator Tom Ada.

Guam - As of today, it's now official: you cannot drive and use your cell phone at the same time. The measure was introduced by Senator Tom Ada. The law does provide some exemptions for those conducting commercial transportation operations, making E-911 calls or drivers who use hands free devices and HAM operators. GPD Spokesperson Officer A.J. Balajadia told KUAM News, "It is going to be enforced and anyone caught utilizing their cell phones whether texting or carrying on a conversation will receive a citation from the Guam Police Department, best thing to do is use you Bluetooth."
First-time violators will get a fine of more than $100. Repeat offenders will see a $500 fine and a third offense could result in suspension or revocation of your license.
