Guam - When they're not bailing water out of their offices, Department of Administration staff have been crunching the numbers in hopes to avoid a lawsuit.  The Judiciary of Guam issued a demand letter seeking the remittance of $3.5 million that they contend they are owed in allotments.  DOA director Benita Manglona says they differ on the method of calculating the 4.5 percent that is owed to the third branch of government.

Manglona contends the figures the courts are working with are un-reconciled numbers.  She is confident that once the numbers are tabulated, the issue will be resolved to avoid any litigation.  The courts have given DOA until Friday to come up with the money, otherwise they intend to file a writ of mandate.
