Guam - When it rains, it pours - literally - at the Department of Administration's Hagatna offices. Leaking ceilings, flooding, exposed electrical wiring, and mold and mildew have made for some unbearable working conditions. Last week a pipe busted at the Treasurer of Guam office and since then, several employees have refused to come to work because of a very strong odor that is emanating from the pipe.

DOA director Benita Manglona doesn't believe the structure is sound and her employees are working in an unhealthy and hazardous environment. "We just hope that we can get moved out of this facility because it's really very bad," she said. "The bathrooms are bad a lot of the bathrooms are not usable and the staff are getting sick. We know we can't really do much to this building. This building belongs to the Legislature they're our landlord."

Manglona says there are three buildings in Tiyan that are not being utilized that are being paid for under the government's contract with CoreTech. She says she hopes lawmakers will amend the law as DOA is currently prohibited from moving in as the facility can only be utilized for education purposes.
