Decolonization Commission discusses plebiscite
Guam - The Commission on Decolonization met late this afternoon to discuss a slew of issues including reformatting its position papers in order to provide readers a view of each political status option and its affect on taxation, immigration and national defense. Executive director Ed Alvarez meanwhile says the Commission discussed changing the proposed plebiscite from the 2014 gubernatorial election to a stand alone vote in 2015, something he says has its pros and cons to.
"There will be a lot of activity out there from the advertising standpoint and we don't want to get our message lost in the gubernatorial, senatorial, CCU, school board, that was our compelling reason for having it separate. The con against that is the low voter turnout would happen," he said.
And instead of the proposed $2 million needed for their nearly non-existent budget, Alvarez says the Commission has since streamlined and is now looking at a million dollars in funding, some of which has been committed through the Department of the Interior. The commission is waiting on a legal opinion on how to proceed with accepting donations and services to defray costs.
