Rising fuel costs means decreasing power sales

The rising cost of fuel which translates to rising power bills, has led to decreasing power sales, one of the findings of an audit released today by the Guam Office of Public Accountability looking into the Guam Power Authority's Fiscal Year 2011 finances.
