Guam - Substitute Bill 414, the Compromise Bond Bill, is at Adelup for review. Senators passed the measure last Friday that incorporates Bill 423, which would authorize $100 million in bonds for the payment of income tax refunds.

The substituted bill meanwhile makes good on the money owed to the Retirement Fund, authorizes payment for upcoming health insurance premiums and gives Governor Eddie Calvo the option to use the proceeds for other purposes such as school repairs and purchase of school buses. Acting Governor Ray Tenorio says he supports many of the efforts in the bill but is waiting on legal review before moving forward. "Well, there are many needs and there's always finite resources but the question always is what are the highest priorities and we all support and working in an effort to improve our educational facilities, but we also have current debt which is owed to every single person on this island who pays taxes and those debts have to be taken into serious consideration before you move on to other things," he said.
