Guam - Because the 2012 National Defense Authorization Act freezes funding for the buildup, NAVFAC has cancelled Government of Japan-funded projects. The 2012 NDAA prohibits obligating the money until DOD meets certain requirements such as submitting a master plan on the realignment of forces in Japan.
In the meantime discussions continue this week in Washington on the Guam military realignment roadmap agreement.
