Guam - Hua Sheng International president Steven Wang pleaded guilty in the District Court, admitting to underpaying H-2b workers by $5.1 million and not paying the IRS. Wang pleaded guilty to mail fraud, visa fraud, money laundering, and willful failure to pay over tax.

Wang admitted that he devised a scheme in July 2005 through October 2009 to secure H-2b visas for 173 alien workers to come to Guam and then paying them significantly below the island's prevailing wage rates. A status conference is scheduled for June 28.
