How did inmate get DepCor vehicle?

Guam - The Department of Corrections' Internal Affairs Division is trying to figure out why an official vehicle wasn't parked in the department's motor pool and where the key to that truck was placed so that an inmate was able to escape last month.
DepCor director Jose San Agustin says those issues are part of the department's ongoing investigation into 33-year-old Xavier Tedtaotao, who escaped from the halfway house in a DepCor work detail truck. "We are going to question several officers, the one that was relieved and the one on duty as well as the other folks- inmates present at the time." when asked why the process is so lengthy when there are so few involved, he said, "It takes time because we have other IA investigations that we are dealing with, but I can tell you this is one of the priorities."
San Agustin says the department has 60 days to investigate the escape, which means it should be completed in one month.
