Talking on mobile phones in car could be illegal

Guam - It's already illegal to text while driving, but talking on your cell phone while in the car could soon be against the law. Senator Tom Ada introduced Bill 397, which would prohibit the use of mobile phones to make voice calls while operating a vehicle on Guam.
The legislation does provide for some exemptions, though - for conducting commercial transportation operations, making emergency calls to 911 or those drivers who use hands-free devices. With more than 110,000 registered cars on Guam, the Democrat lawmaker says driver attentiveness is imperative
