Guam - Vice Speaker B.J. Cruz is hoping his latest bill will help train and employ more local workers. Bill 391 would require businesses that provide construction services to the government worth more than a half-million dollars, employ an apprentice or an apprentice graduate.

The legislation encourages and supports any business that trains local workers through tax incentives through the Guam Registered Apprenticeship Program.
