Hearing on proposed CSC procedures

Attention turned to whether the CSC is prepared to handle what could be a flood of appeals when the axe starts to fall with Government of Guam reorganization.

Guam - Although a public hearing was held on the Civil Service Commission's proposed rules of procedure for grievance appeals, attention turned to whether the CSC is prepared to handle what could be a flood of appeals when the axe starts to fall with Government of Guam reorganization. Senator Aline Yamashita questioned CSC executive director Tony Lamorena on whether his agency has been helping public sector managers and leaders to ensure proper procedures are being followed.

"The way we work with DOA is we tell them 'This is how we interpret it, how do you interpret it?' and so forth just so that we're on the same page...as far as telling DOA the steps on how to follow the procedures we try not to engage ourselves, because we are the appeal process we don't want to become conflicted out as a result of that," Lamorena responded.

Senator Yamashita said her office has been flooded with calls regarding employees concerned about the governor's reorganization plans.
