Legislation makes "Spice" illegal

Guam - Vice Speaker B.J. Cruz has introduced Bill 386 to ban different forms of Spice and K2 and other smokable herbal blends from being sold on Guam. At least one public high school has had numerous reports of students smoking products that claim to be herbal blends but provide a marijuana-like high and contain various chemicals.
It's resulted in a student being unable to stand and move. Cruz says the legislation would strengthen Guam's anti-drug laws, saying, "Since that law people have been able to get around it because they've managed to get a new variance of the thing (Spice) with different kinds of insecticides."
KUAM News has also confirmed that students have been caught in possession of Spice at Okkodo, JFK and Southern High Schools during the previous and current school year.
