Guam - For the second time in a row, the Parole Board attempted to meet but lacked quorum. As a result, the number of inmates waiting to be heard by the board keeps increasing. For the last nine months, more than 60 inmates have been waiting for a hearing. Previously there were delays because of a lack of appointments to the board.
There were three board members who attended today's meeting but several members were unable to attend because they were ill. The board will attempt to meet again next month.
