 Resolution No. 172-31 (LS) - A.A. Yamashita, Ph.D. / T.C. Ada / V.A. Ada

Relative to recognizing, commending and thanking Mr. Cesar (C'zer) Morales Mendina of DanzJazz for his efforts in cproviding a creative outlet through dance, and for inspiring his students and the people of Guam. 

Bill No. 141-31 (COR) - D.G. Rodriguez, Jr. / A.A. Yamashita, Ph.D.

An act to promote early childhood learning and development opportunities through the promotion of modern child care facilities, by providing a business privilege tax exemption for child care centers and group child care homes, by adding a new Part (37) to Subsection (k) of §26203, Chapter 26, Title 11, Guam Code Annotated. 

Bill No. 182-31 (LS) - Sam Mabini, Ph.D.

An act to amend and add §80128, Title 5 Guam Code Annotated, Chapter 80, relative to authorizing to the Guam Public Library System to contract for lease of a portion of frontage property at the Nieves m. Flores Public Library in Hagatna to operate a small mobile food establishment.

The Youth Educational Training, Cultural Enhancement and Sports Opportunities Act; an act to add a new sub-item (G) to § 26603(d)(1) of Chapter 26 of Title 11 of the Guam Code Annotated; to amend §§ 85110 and 85111 and add new §§ 85111.1 and 85112.1 to Chapter 85 of Title 5 of the Guam Code Annotated; and to amend §77124 of Chapter 77 of Title 21 of the Guam Code Annotated; relative to the off-island educational training and cultural enhancement fund and the sports fund for off-island travel and to establish a mentoring and leadership program for the prevention and cessation of alcohol, tobacco and drugs for recipients for such funds. 

 

Bill No. 196-31 (COR) - M.S. Taijeron

An act to require the Department of Public Works (DPW) to consider and perform, when deemed feasible, night time construction work on Guam's roads; and to require the inclusion of quotations or estimations for the cost of night time construction, when soliciting for contracts on road construction projects.

An act to amend § 61542 of Chapter 61, Title 21, Guam Code Annotated, relative to campaign signs. 

 

 

Bill No. 204-31 (COR) - M.S. Taijeron

An act to require the Department of Parks and Recreation to conduct a review of beaches and nearshore areas surrounding Guam.

An act to add a new subsection (e) to §80105 of Chapter 80, Title 21 Guam Code Annotated relative to transfer properties under the jurisdiction of Guam Community College to the jurisdiction of the Guam Ancestral Lands Commission.

An act to add a new § 34102 to Chapter 34 of Title 17, Guam Code Annotated, relative to establishing a scholarship program for economically-disabvantaged students; providing funding sources for the program; and, citing this act as the "Growing Guam's Work Force Scholarship Program." 

Bill No. 198-31 (COR) - C.M. Duenas / A.A. Yamashita, Ph.D.

An act to add a new Article 14 to Division 3 of Chapter 15, Title 17, Guam Code Annotated, relative to establishing a scholarship program for economically-disadvantated students; providing funding sources for the program, and citing this act as the "Every Child is Entitled to a Higher Education Scholarship Program." 

 

Bill No. 210-31 (COR) - J.T. Won Pat, Ed.D.

An act to add a new Chapter 53 to Title 11, of the Guam Code Anntoated, to provide the Department of Revenue and Taxation Enforcement and Collection Resources to target high risk, cash-based businesses and for non licensed businesses engaged in military construction projects. This act shall be known as "The Cash Economy Enforcement Act of 2011".

An act to amend 50207(C) of Article 2, Division 2, of Title 12 Guam Code Annotated requiring a country of origin label relative to the Guam Product Seal permit program. 

 

Bill No. 227-31 (LS) - J.P. Guthertz, DPA / Sam Mabini, Ph.D. / B.J.F. Cruz

An act to repeal Article 2 of Chapter 50, Title 12, Guam Code Annotated, and to enact a new Article 2 to Chapter 2, Title 5, Guam Code Annotated, relative to establishing a task force on the Guam Product Seal under the auspices of the Office of the Lieutenant Governor of Guam. 

Resolution No. 211-31 (COR) (As Introduced) - B.J.F. Cruz

Relative to the World Health Organization Framework Convention on Tobacco Control and the global epidemic derived from tobacco; to request that the Obama Administration support the Framwork Convention on Tobacco Control; and to request that the United States Senat ratify the World Health Organization Framework Convention on Tobacco Control.

An act to amend §4502(d) and to add a new §§4504.1 and 4508 to Chapter 4 of 4GCA relative to expanding Whislte-Blower Protection to all employees of the government of Guam.

An act to further amend Section 4 of Public law 30-57 and to authorize the Jose D. Leon Guerrero Commercial Port of Guam to enter into negotiations for the acquisiton of the "POLA" gantry cranes owned by Matson Navigation Company and Horizon Lines, Inc.

An act to delete a portion of the 1966 Highway Master Plan Reservation Easement on Lot No. 121-6, Mongmong, municipality of Sinajana, Guam; and, to repeal and re-enact § 62103 of Title 21, Guam Code Annotated, relative to compliance with Master Plan

An act to mandate healthy foods to be sold in vending machines in all Government of Guam buildings, by adding a new §22420.1 to Article 4, Chapter 22, Title 5, Guam Code Annotated, and a new §23109 to Chapter 23, Part 1, Division 2, Title 10, Guam Code Annotated.  

 

Bill No. 286-31 (COR) - A.B. Palacios, Sr.

An act relative to granting increased autonomy on financial and personnel matters to the Office of the Elected Attorney General, by amending §30109 and §30118, and by adding a new §30121, §20121.1 and §30121.2, all of Chapter 30, Division 3, Title 5, Guam Code Annotated

An act add amend § 51502 of Chapter 51, of Division 2 of Title 10, Guam Code Annotated; relative to exempting the Guam Recycling Fund from the transfer authority of I Maga'lahen Guåhan.  

 

 

Bill No. 294-31 (LS) - A.B. Palacios, Sr.

An act to amend §66103 of Chapter 66, Title 10, Guam Code Annotated relative to the Civilian Volunteer Police Reserve, to add a new §66103.1 to said Chapter relative to establishing the "Accessible Parking and Law Enforcement Fund", and to amend §3401.1(e) of Article 4, Chapter 3, Title 16, Guam Code Annotated, relative to accessible parking for persons with disabilities.  

Bill No. 325-31 (COR) - T.C. Ada / R.J. Respicio / D.G. Rodriguez, Jr.

An act to add a new §3229.1 to Chapter 3 of Title 16, Guam Code Annotated, relative to providing for the safety of the visually impaired when crossing Guam roadways.  

 

Bill No. 330-31 (COR) - R.J. Respicio / T.C. Ada / B.J.F. Cruz

An act to require that budgetary savings or cost avoidances realized within any General Fund budget appropriation for any Executive Agency due to I Magalahi's reorganization of the government, be used for the purpose of reducing the Government of Guam's General Fund deficit.  

 

Bill No. 281-31 (COR) - T.R. Muña Barnes

An act to add a new subsection (D) to §9303 of Article 3 Chapter 9 Title 5 of the Guam Code Annotated relative to the transmittal to the Compiler of Laws the adoption, repeal, recission or amendment of Rules and Regulations.  

 

Bill No. 329-31 (COR) - R.J. Respicio / T.C. Ada

An act to amend §71501 of Article 5, Chapter 71, Title 10, Guam Code Annotated, relative to insurance requirements for private security organizations.  

 

Bill No. 241-31 (COR) - v.c. pangelinan

An act to exempt maps of the Chamorro Land Trust lease sites previously approved by the Chamorro Land Trust Commission from the requirements of Article 2, Chapter 62 of the Guam Code Annotated, relative to subdivision and recordation procedures.  

 

Bill No. 339-31 (COR) - D.G. Rodriguez, Jr. / M.S. Taijeron / A.B. Palacios, Sr.

An act to update statues relative to the establishment, promotion and maintenance of a comprehensive territorial emergency medical and ambulance services system throughout Guam, by amending Chapter 84 of Divsion 4, Title 10, Guam Code Annotated.

An ac to amend §24102(a) an d§24102(f) and §24103 of Article 1 Chapter 24 Division 2 of Title 11 Guam Code Annotated and to amend §24401 of Article 4 Chapter 24 Division 2 of Title 11 Guam Code Annotated and to amend §75112(i) of Chapter 75 of Title 21 Guam Code Annotated relative to Chamorro Land Trust properties.  

 

Bill No. 279-31 (COR) - T.C. Ada / R.J. Respicio / A.B. Palacios, Sr.

An act to amend 11 GCA §§26403, 26404, 26203(K)(21) and 26504; to add §26403.1 and §26403.2 to 11 GCA Chapter 26; to amend 10 GCA Chapter 45; toadd §40105.1 to 5 GCA Chapter 40; to amend 10 GCA §67105.1; to add §77135 to 10 GCA Chapter 77; to add §72109 to 10 GCA Chapter 72, relative to eliminating the tax exemption on liquid fuel transshipped through Guam, and to appropriate revenues to the Guam Environmental Protection Agency, Mayors Council of Guam, Office of Veterans Affairs, Guam Police Department and Guam Fire Department.
