Guam - Tired that his allegations against the Guam Board of Allied Health Examiners continue to fall on deaf ears, Wise Owl Animal Hospital owner Dr. Joel Joseph is packing up and leaving the island. For several years, Dr. Joseph says he has continuously alleged that the members of the board have been conducting business illegally by not properly announcing their meetings.

He also argues the sitting members by law should have been changed out. It's a problem that has been in and out of the court system, and Dr. Joseph says he is now taking his business to the South Pacific. "The clinic is still going to be open its going to have whole new management, new owners and they will still do everything we have but its cut hours and we'll be downsizing because I'm not here," he explained.

Dr. Joseph says he will continue the legal battle with the board, and will be leaving island by the end of the month.
