Guam - Four government entities failed to comply with the law and submit a Citizen-Centric Report. The Office of Public Accountability noted that the Guam Board of Accountancy, Guam Election Commission, Office of the Chief Medical Examiner and the Public Utilities Commission failed to submit a CCR for Fiscal Year 2010. 

Auditor-in-charge Vincent Duenas says the report addresses transparency and accountability issues. He said, "It's make it easier for the citizens, our tax payers to see what our government agencies are doing and what our report does is it highlights 58 agencies were required to submit, 54 were submitted and they're all posted on their websites." 
 
Public Law 30-127 mandates that every GovGuam entity submit a CCR to the Public Auditor and the speaker of the Legislature.  The reports were due 60 days after the government wide financial audit was completed in July.
