Guam - Members of the Commission on Decolonization were given some insight and training regarding the decolonization process by international advisor on governance Dr. Carlyle Corbin at today's working session at Adelup. Corbin spoke on the decolonization process and discussed political status options from integration, free-association and independence.

He said, "The mandate of the United Nations, which is all the countries of the world including the United States, is that there is a process of self-determination and Congress has a role to play, but the reality of the situation is that the entire process is governed by the United Nations Charter…the United States has obligations under that treaty to promote the self-government of the territories that it administers."

Corbin acknowledged the commission's testimony before the UN's Fourth Committee and the consistent advocacy role of several non-governmental organizations on Guam.
