Guam - Saying it's unfair that the government continues to spend taxpayers' overpayments rather than paying out tax refunds, several island residents are asking the District Court to certify the class.  Rea and Jeffrey Paeste and Sharon Zapanta filed suit against the Government of Guam, seeking the payment of past due tax refunds. 

The government however has moved for the suit to be dismissed and contends that the class cannot be certified because every taxpayer is not owed the same refund. The plaintiffs' attorney, Ignacio Aguigui, however argues GovGuam's current practice of not paying refunds and giving others out on an expedited basis is unfair.

They've asked the court to order the government to fully administer tax refunds in a fair and timely manner.
