Legislation creates reorganization fund

Guam – The Government of Guam reorganization, accountability and transparency act will become reality if legislation introduced by Senator Ben Pangelinan is signed into law. Bill 345 establishes the reorganization, accountability and transparency act and fund. According to the measure, the fund will serve as a clearinghouse account for all savings that are identified in the government. The bill states the fund will prohibit the governor from using his transfer authority to tap into the special funds, and all interests and investment earnings in the fund will be subject to legislative appropriation.
