Bill creates child abduction prevention act

Guam – Vice Speaker BJ Cruz introduced a bill that creates the uniform child abduction prevention act. Bill 346 would create the UCAPA and serve as a valuable tool for deterring domestic and international child abductions by parents and people acting on behalf of parents. The act would provide clear guidance on the warning signs and risk factors of a potential child abduction, give parents access to effective measures to prevent child abduction, and protect victims of domestic violence from future harassment through confidentiality provisions designed for the best interests of the victimized child and parent. Cruz introduced the measure in an effort to protect the island's most vulnerable members of society – our children.
