GovGuam opposes certification request

The Government of Guam is opposed to a request to certify a class of individuals who are owed tax refunds.

Guam - The Government of Guam is opposed to a request to certify a class of individuals who are owed tax refunds. The opposition was filed in the civil suit filed by Rea and Jeffrey Paeste and Sharon Zapanta. They've asked the court to certify the class of individuals who will benefit from the suit. 

GovGuam, however, contends their claims are not ripe for the court to hear and they failed to meet all the requirements that the parties will fairly and adequately protect the class.  The government has asked the court to deny certifying the class because tax refunds are individualized issues.
