Guam - A federal detainee who has filed a civil suit against the Department of Corrections and the Bureau of Prisons believes he's being retaliated against for filing the lawsuit. Daniels alleges substandard conditions in jail and believes DepCor is not maintaining the facility according to federal regulations. 

In a letter to the District Court, Daniels claims his that all the civil and criminal law books in the unit have been removed inhibiting his ability to conduct research for his lawsuit, as he is self-represented.  He also alleges that his mail has been withheld for several days despite documents that contain time sensitive matters. 

Daniels was recently sentenced to 34 months behind bars for stealing his brother's identity to join the Navy.  DepCor has yet to respond to the suit.
