Guam - Lawmakers during session today added to the agenda and voted on Bill 308 this afternoon. Senator Ben Pangelinan says the bill was introduced after receiving a response to a freedom of information request from adelup. Bill 308 appropriates 1.3 million from supplemental appropriations revenue to the University for next fiscal year and to pay 2010 income tax refunds.

–Bill 308:   AN ACT TO APPROPRIATE ONE MILLION THREE HUNDRED SIXTY THOUSAND NINE HUNDRED FORTY THREE DOLLARS ($1,360,943) FROM THE SUPPLEMENTAL APPROPRIATIONS REVENUE FUND TO THE UNIVERSITY OF GUAM FOR ITS FY 2012 OPERATIONS, FOR THE PAYMENT OF TAX YEAR 2010 INCOME TAX REFUNDS AND TO AMEND 5GCA RELATIVE TO IMPROVING FISCAL DISCIPLINE

–Bill No. 62–31 (COR)   – A.B. Palacios, Sr. :  An act relative to further ensuring the safety of Guam's public roads and highways through requiring that contractors, who open and excavate these roads, adequately repair and restore them to their original condition, by providing for a deposit fee prior to being granted a permit, and assessing a penalty for insufficient repair of such roadways; through amending §53105 of Chapter 53 , Title 5, Guam Code Annotated.

–Resolution No. 74–31 (COR)   (As Introduced) – T.R. Muna–Barnes / J.P. Guthertz, DPA :  Relative to voicing I Liheslaturan Guahan's (The Guam Legislature's) vehement support for the full implementation of Public Law 110–229 and requesting that the US Secretary of Homeland Security, the Honorable Janet Napolitano, provide for the issuance of a China Russia Visa Waiver Program through her parole authority and the issuance of a broader final rule for the Marianas Visa Waiver Program.

–Bill No. 94–31 (COR)   – Sam Mabini, Ph.D. / J.T. Won Pat, Ed.D. / A.A. Yamashita, Ph.D. :  An act to add §3222 to Chapter 3 of Title 17 Guam Code relative to requiring the Department of Education to administer a career interest inventory to middle and high school students.

–Bill No. 114–31 (COR)   – V.A. Ada / C. Duenas / F.F. Blas, Jr. :  An act to add a new §§54106 and 54107 to Chapter 54 of 5GCA relative to allocating federal funds for mitigation and utilities relocation costs.

–Bill No. 118–31 (COR)   – D.G. Rodriguez, Jr. / T.R. Muna–Barnes : An act to establish a lifeguard volunteers corps within the Department of Parks and Recreation to enhance the protection and safety of the people of Guam at public recreational areas, by adding a new §77125 to Chapter 77, Title 21, Guam Code Annotated.

 

–Bill No. 38–31 (COR)   – A.B. Palacios, Sr.   An act relative to facilitating the timely issuance of General Operators Drivers Licenses, through the allowance of off–duty road examinations for license endorsement "A" class licenses, by amending subsection "(uu)" of §1102 of Chapter 1, Title 16, Guam Code Annotated.

–Bill No. 123–31 (LS)   – B.J.F. Cruz :  An act to amend 22 GCA § 7118; relative to requiring employers to obtain exit clearances from the Guam Memorial Hospital Authority for non–immigrant temporary workers.

–Bill No. 107–31 (COR)   – T.R. Muna–Barnes / B.J.F Cruz / V.A. Ada :  An act to add a new § 12212.1, § 12212.2, and § 12212.3 to Chapter 12, of Title 10, Guam Code Annotated; relative to the public disclosure of a physician's professional profile which may be cited as "The Patient Protection through Information Act".

–Bill No. 132–31 (LS)   – V.C. Pangalinan / J.T. Won Pat, Ed.D. :  An act to repeal §58128.7 of Title 12 Guam Code Annotated, relative to assistance in military outsourcing and downsizing.

–Bill No. 136–31 (LS)   – M.S. Taijeron / T.C. Ada / Sam Mabini, Ph.D. :  An act to    add   a new Chapter 27 to Title 16 of the Guam Code Annotated realtive to the positioning and use of in–car video screens in motor vehicles.

–Bill No. 161–31 (COR)   – B.J.F. Cruz :  An act to amend 17 GCA §27003; relative to the removal of members of the Guam Commission of Educator Certification.

–Bill No. 150–31 (COR)   – V.A. Ada / A.A. Yamashita, Ph.D. :  An act to amend Paragraph (16) of §3103(c) of 17GCA relative Department of Education Management Audits.

–Bill No. 163–31 (COR)   – R.J. Respicio / A.B. Palacios, Sr. / J.P. Guthertz, DPA :  An act to add a new §34118.1 to Chapter 34, Title 5 of the Guam Code Annotated relative to mandating the electronic remittal of child support payments and withholdings.

– Bill No. 159–31 (COR)   – B.J.F. Cruz / T.R. Muna–Barnes :   An act to establish the Guam Procurement Advisory Council by adding a new Article 14 to Title 5 of the Guam Code Annotated.

– Bill No. 172–31 (COR)   – F.F. Blas, Jr. :  An act to    amend   §75107 of Chapter 75 of Title 10 of the Guam Code Annotated relative to Safe Harbor exemption and restrictions.

– Bill No. 173–31 (COR)   – B.J.F. Cruz / T.R. Muna–Barnes / A.A. Yamashita, Ph.D. :  An act to create the task force on the prevention of sexual abuse of children by adding a new Article 4 to Chapter 13 of Title 19 of the Guam Code Annotated.

– Bill No. 174–31 (COR)   – C.M. Duenas :  An act to repeal and re–enact §61214 of Title 21, Guam Code Annotated, relative to authorizing "Split–Zone Elections"
