Unregistered mo-ped leads to man's arrest

Having an unregistered mo-ped resulted in Joseph John Aflague's arrest. Police noticed he didn't have an updated decal on his moped and conducted a traffic stop.

Guam - Having an unregistered mo-ped resulted in Joseph John Aflague's arrest. Police noticed he didn't have an updated decal on his moped and conducted a traffic stop. The officer noted that Aflague appeared to be under the influence of drugs and Aflague admitted that he had an ice pipe in his possession.

The officer later found him in possession of numerous drug paraphernalia as well as $1,300 in cash and possible drug notes. The 37-year-old was arrested and charged with possession of a schedule two controlled substance with the intent to deliver.
