Calvo to outline plans for reorg next week

Department of Administration director Benita Manglona admits the balancing act continues and that, she says, is why reorganization is extremely important in the administration's efforts to stabilize the government's finances.

Guam - Despite the Legislature's passage of the bond proposal, and the mandated set aside provisions for tax refunds Department of Administration director Benita Manglona admits the balancing act continues and that, she says, is why reorganization is extremely important in the administration's efforts to stabilize the government's finances.

"Because remember we still have continuing appropriations that do not have identified revenue source to use this year is tracking $35 million below so you still have to come up with cash for that, so we're not out of the woods because we have this bond. This is just part of the plan to help taxpayers get their money back so we still have to do the reorganization because the government is still too big and we have to live within our means and the money coming in is not sufficient to operate this government," she explained.

Adding to that governor's chief of staff Frank Arriola says individual layoff notices have not been given out yet, but the administration is still looking at various departments where they may be consolidated, streamlined and where services can be outsourced.

He said, "The large majority of expenses come out of salary and human resources, so it's a very difficult area and complex one we have to arrive at and move forward to streamline government and make it more efficient 1144 I am currently working with a number of departments and agencies overall as well as some functional components to streamline it and make it where it's more manageable at the departmental level."

Arriola says at the early part of next week, Governor Calvo will be outlining some of his reorganization plans.
